Can I lock out a tenant that is destroying the apt?

Don’t lockout a tenant on your own. This is called a “self-help” eviction and it can get you in a lot of trouble.
Document the damages. Serve a notice and if they’re in violation of the lease go through a proper eviction process.
Locking them out makes you liable.
